Job Description:
Filling up of the post of Chief Controller of Mines, in the pay scale of Rs. 18400-500-22400 in Indian Bureau of Mines, Nagpur, a subordinate office under the Ministry of Mines by deputation (including short term contract) basis.
One post of Chief Controller of Mines, General Central Service, Group ‘A’ Gazetted, Non-Ministerial, in the pay scale of Rs18400-500-22400 has fallen vacant on 1.7.2008 in Indian Bureau of Mines, Nagpur, a subordinate office jnder the Ministry of Mines, and is to be filled up by deputation (including short term contract) basis. The qualifications, experience etc. required for the post are given in Annexure-I.

5. Period of Deputation : Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of Central Government shall ordinarily not exceed five years.
6. Age limit: Not exceeding 56 years as on the closing date of receipt of applications
7. Pay and Allowances on deputation : In accordance with the general orders issued by the Ministry of Finance, Department of Expenditure vide their O.M. No. 10(24)-E-III (B)/60 dated 4-5-1961, as amended from time to time.
8. Duties and responsibilities of the post : Supervision and co-ordination of the work pertaining to the entire Mines Control & Conservation of Mineral Division. Responsible for achievement of the targets set for the division. Guiding the officers of the division in technical and administr ative aspects of their work. To issue directives for maintaining uniformity of approach, adoption of clear-cut, objectives and monitor and supervise the work of all zonal, regional and sub- regional offices. To examine and process the revision applications against the order issued by the subordinate officers. To set standard norms for all Regional Mines Environment and Mineral Conservation Week Committees for organizing the week. To assist the Controller General, Indian Bureau of Mines in various technical and administrative matters and tender advice on policy formula??tion, implementation of various activities of the department, etc.. To discharge any other duties as may be assigned by the Controller General or by the Administrative Ministry.
9. Educational qualifications, experience and eligibility for the post : Officers of the Central Government or State Governments or Public Sector Undertakings or recognized research institutions or Autonomous Bodies;
(a) i) holding analogous posts on a regular basis in the parent cadre/ Department; OR
ii) with 2 years in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs. 16400-450-20000 or equivalent in the parent cadre/Department; OR iii) with three years service in the grade rendered after appointment thereto on a regular basis in the scale of Rs. 14300-400-18300 or equivalent in the parent cadre/Department; (b) Possessing the educational qualifications and experience prescribed for direct recruits as follows:
(A) ESSENTIAL
(i) Degree in Mining Engineering of a recognized University or equivalent; (ii) Fifteen years experience in a Supervisory capacity in Metalliferrous Mines or in Government Department dealing with Metalliferrous Mines.
(B) DESIRABLE
Post Graduate degree in Mining Engineering of a recognised University’or equivalent.Working knowledge of computers with special emphasis on commonly used softwares in offices.
Note 1: – Qualifications are relaxable at the discretion of Union Publ ic Service Commission in case of candidates otherwise well qualified. Note 2:- The qualifications regarding experience are relaxable at the discretion of Union Public Service Commission in the case of candidates belonging to the Scheduled Castes and Scheduled Tribes if, at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the-requisite experience are not likely to be available to fill up the posts reser??ved for them.
